Each delegate is to prepare (2) one page draft resolutions.
The draft resolutions are to be submitted by December 10th.
Delegates
need to turn their position papers into a working “draft resolution”
for discussion and debate amongst members of the country’s committee
during conference weekend. Members of each committee or body will get a
copy of each draft resolution (posted on the Y-MUN website), so
delegates should put a lot of time, preparation, and thought into the
documents.
Unlike the actual
resolutions produced during conference weekend, the draft resolution
should only represent the view of each delegate’s individual country.
At conference, the draft resolutions will be used during caucus and
bloc meetings in developing the actual resolutions debated on the floor
of each committee.
Please follow the following format precisely. The Draft
Resolution should be limited to one page. It should also be type
written, single-spaced, Times New Roman, 12 point font.

Issues to be addressed in resolution on the topic:
- Section should be done in bullet, outlined format.
- Should be short, to the point.
- Does not need to be complete sentences.
- Issues raised here should be the action items that want to see in a resolution.
- Does not need to begin, or use, any of the normal resolution clauses.
- Should not include justification – just action items.
Justification for issues raised:
This should be no longer than two paragraphs, but should be in
paragraph format. This section should justify why the delegate wants to
see the action items outlined in the first section.

Issues to be addressed in resolution on the topic:
- Creation of a convention to tackle issues of political assassination and terrorism
- Come up with a universal definition for terrorism
- Address problem of where perpetrators are to be tried
- The role of the ICC and ICJ in such matters
- Reaffirm UN anti-capital punishment policy
- Punishment for nations that are guilty of terrorism through political assassination
Justification for issues raised:
The definition of terrorism is being stretched and redesigned
continually, and with the changing viewpoints on what terrorism is the
United Nations, especially the Security Council, has the responsibility
to set a plan in motion to create guidelines on how the international
community should deal with the threat of terrorism. The urgency of this
issue is seen day to day, and the New Zealanders feel it necessary for
nations to come together and set standards for what the difference
between a terrorist and political activist is and how the
aforementioned terrorists should be prosecuted, keeping in mind the UN
policy that restricts capital punishment. Without an effort on the
global scale, New Zealand is cognizant of the fact that the
international push to eradicate terrorism in all forms will suffer a
great blow. New Zealand also believes that a summit is the best
approach to coming up with such an important international code,
because all nations will be able to voice their opinions on how such a
universal issue should be handled.
